La ultima sa Adunare Generala, care a avut loc la Tallin, pe 17-18 aprilie 2015, Consiliul Arhitectilor din Europa (ACE) a organizat si o Sesiune Speciala pe tema Internationalizare si Responsabilitate, in cadrul careia a semnat o Declaratie comuna cu Uniunea Internationala a Arhitectilor (UIA) si Institutul American al Arhitectilor (AIA).

Documentul, care urmeaza Declaratiei privind Imperativele pentru 2050, semnata la Congresul UIA Durban 2014, precum si Manifestului comun semnat de Consiliul National al Arhitectilor, Urbanistilor, Peisagistilor si Conservatorilor din Italia (CNAPPC), ACE si Forumul European pentru Politici de Arhitectura (EFAP) la Milano, in noiembrie 2014, cu ocazia Forumului EU-Cities Reloading, este menit sa reafirme responsabilitatea decisiva si rolul profesiei de arhitect in abordarea provocarilor cruciale ale timpului nostru, indeosebi cele referitoare la schimbarile climatice, conservarea patrimoniului, regenerarea urbana si incluziunea sociala.

The ACE signs a Declaration, with the International Union of Architects and the American Institute of Architects, on the responsibility of the architectural profession in tackling local and global challenges of our time

At its last General Assembly, held in Tallinn (Estonia) on 17-18 April 2015, the Architects’ Council of Europe (ACE) signed a joint Declaration with the International Union of Architects (UIA) and the American Institute of Architects (AIA) to highlight the key role and responsibility of the architectural profession in tackling the local and global challenges of our time, in particular with respect to climate change, urban regeneration, social inclusion and heritage conservation.

As part of its General Assembly, ACE organised a Special Session on the theme Internationalisation & Responsibility, in order to explore possible international synergies to tackle the global and local issues of our time, and discuss the role of the architectural profession.

Mrs Elizabeth Chu Richter, President of the American Institute of Architects (AIA), Mr Esa Mohamed, President of the International Union of Architects (UIA) and Mr Luciano Lazzari, President of the ACE, signed on this occasion a joint Declaration to recall the key responsibility and role of the architectural profession in tackling the critical challenges of our time, in particular with respect to climate change, heritage conservation, urban regeneration and social inclusion

Through this Declaration, which follows on from the 2050 Imperative Declaration, signed at the 2014 UIA Congress in Durban http://www.ace-cae.eu/index.php?id=530&rid=t_3219&mid=160&aC=63737669&jumpurl=0 , and the joint CNAPPC-ACE-EFAP Manifesto signed in November 2014 in Milan http://www.ace-cae.eu/index.php?id=530&rid=t_3219&mid=160&aC=63737669&jumpurl=1 at the occasion of the EU-Cities Reloading Forum, the three organisations, representing the architectural profession at international, European and national levels:

- Recall that global and local challenges of our time are intrinsically linked and cannot be overcome separately. Achieving sustainability globally requires to take action locally, taking into consideration local priorities and needs; taking advantage of local resources; suiting local cultures, reflecting local practices and standards, and involving local communities. Achieving sustainability locally requires, on the other hand, to reflect global challenges and the establishment of common visions that transcend national borders and local objectives;

- State that the architectural profession has the responsibility to tackle the challenges posed by climate change. The profession has a unique expertise to plan and design low-carbon, resource-efficient, resilient, smart, healthy and inclusive built environments, thus contributing to mitigate climate change and adapt buildings and cities to its effects;

- Underline the importance of urban regeneration, and the ability of the architectural profession to plan and design sustainable built environments in a holistic and integrated manner, taking into consideration economic, social, environmental, political and cultural aspects, resulting in more inclusive communities;

- Recall that architectural heritage is a capital of irreplaceable spiritual, cultural, social and economic value, and recall the key role of the architectural profession to preserve this heritage;

- Stress the importance of investing in the architectural education – a continuum ranging from the academic training, to practical experience, to continuing professional experience and to research – in order to deliver and maintain high quality professionals able to make better places that address the manifold challenges we are currently facing.

The three organisations commit to promote the unique expertise of the architectural profession in planning and designing better places, facing the challenges of our time, for the well-being of humanity and future of our planet. Ahead of the upcoming 21st session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21), to be held in November-December 2015, this Declaration is a strong message from the architectural profession to the international community to commit to a truly sustainable and equitable future.

The Architects’ Council of Europe (ACE) is the representative organisation for the architectural profession at European level: it aspires to speak with a single voice on its behalf in order to achieve its aims. Its membership currently consists of 43 Member Organisations, which are the regulatory and professional representative bodies in all European Union (EU) Member States, Accession Countries, Switzerland and Norway. Through them, the ACE represents the interests of over 565.000 architects from 31 countries in Europe.

Le CAE signe une Déclaration avec l'Union Internationale des Architectes et l'American Institute of Architects sur la responsabilité de la profession d'architecte face aux défis locaux et globaux de notre temps

Lors de sa dernière Assemblée générale qui s'est tenue à Tallinn (Estonie) les 17-18 Avril 2015, le Conseil des Architectes d'Europe (CAE) a signé une déclaration conjointe avec l'Union Internationale des Architectes (UIA) et l'American Institute of Architects (AIA) sur le rôle clé et la responsabilité de la profession d'architecte face aux défis locaux et globaux de notre temps, en particulier en matière de changement climatique, de régénération urbaine, d'inclusion sociale et de conservation du patrimoine.

Dans le cadre de son Assemblée générale, le CAE a organisé une session spéciale sur le thème Internationalisation et Responsabilité afin d'explorer les synergies internationales possibles pour s'attaquer aux problèmes globaux et locaux de notre époque, et discuter du rôle de la profession d'architecte.

Mme Elizabeth Chu Richter, Présidente de l'American Institute of Architects (AIA), Mr Esa Mohamed, Président de l'Union Internationale des Architectes (UIA) et Mr Luciano Lazzari, Président du CAE, ont signé à cette occasion une Déclaration conjointe rappelant la responsabilité clé et le rôle de la profession d'architecte face aux défis cruciaux de notre temps, en particulier en ce qui concerne le changement climatique, la conservation du patrimoine, la régénération urbaine et l'inclusion sociale.

Par cette Déclaration, qui s'inscrit dans la continuité de la Déclaration Impératif 2050, signée au Congrès de l'UIA 2014 à Durban, et du Manifeste CNAPPC-CAE-FEPA signé en novembre 2014 à Milan, à l'occasion du Forum EU-Cities Reloading, les trois organisations, représentant la profession d'architecte au niveau international, européen et national:

- Rappellent que les défis globaux et locaux de notre temps sont intrinsèquement liés et ne peuvent être surmontés séparément. Parvenir à un développement durable à l’échelle mondiale nécessite de prendre des mesures au niveau local, en tenant compte des priorités et des besoins locaux ; profitant des ressources locales ; en accord avec les cultures et les pratiques locales et en impliquant les communautés locales. D’autre part, le développement durable au niveau local nécessite de prendre en compte les défis globaux et de définir des visions communes qui transcendent les frontières nationales et les objectifs locaux ;

- Déclarent que la profession d’architecte a la responsabilité de relever les défis posés par le changement climatique. La profession a une expertise unique pour planifier et concevoir des environnements bâtis à faible émission de carbone, économes en ressources, résilients, intelligents, sains et inclusifs, contribuant ainsi à atténuer le changement climatique et à adapter les bâtiments et les ville à ses effets ;

- Soulignent l’importance de la régénération urbaine et la capacité de la profession d’architecte à planifier et concevoir des cadres de vie bâtis durables de manière holistique et intégrée, en tenant compte des aspects économiques, sociaux, environnementaux, politiques et culturels, permettant ainsi des communautés plus inclusives ;

- Rappellent que le patrimoine architectural est un capital culturel, spirituel, social et économique d’une valeur irremplaçable et rappellent le rôle clé de la profession d’architecte pour préserver ce patrimoine ;

- Insistent sur l’importance d’investir dans l’enseignement de l’architecture - un continuum allant de la formation académique à la pratique professionnelle en passant par la formation professionnelle continue et la recherche – pour former et maintenir des professionnels de grande qualité capables de concevoir de meilleurs endroits qui répondent aux multiples défis auxquels nous sommes confrontés.

Les trois organisations s'engagent à promouvoir l'expertise unique de la profession d'architecte dans la planification et la conception de meilleurs endroits, relevant les défis de notre temps, pour le bien-être de l'humanité et l'avenir de notre planète. Dans la perspective de la 21ème session de la Conférence des Parties à la Convention cadre des Nations Unies sur les changements climatiques (COP21), qui se tiendra en novembre-décembre 2015 à Paris, cette déclaration est un message fort de la profession d'architecte à la communauté internationale pour s'engager en faveur d'un futur durable et équitable.
